QBO means a bank statement file
Intuit lists .qbo as a QuickBooks Bank Statement file. It normally contains account metadata and a list of downloaded transactions such as dates, amounts, descriptions, and transaction IDs.

A QBO file is a QuickBooks Bank Statement or Web Connect file used to move bank or credit-card transactions into supported QuickBooks workflows. It is not your complete accounting company file.

In a filename, .qbo refers to the QuickBooks Web Connect bank-statement format. It does not mean a QuickBooks Online company backup, even though people also use “QBO” as shorthand for the QuickBooks Online product.
It is not a QBW company file
A .qbw file stores a QuickBooks Desktop company. A .qbo file is narrower: it carries bank-feed transactions for import. Renaming one extension to the other does not convert it.
It is not a QBX accountant transfer file
A .qbx file is an Accountant's Transfer Copy used by QuickBooks Desktop workflows. It is not a QBO bank-statement file, and a QBO converter should not be used to open or transform it.
QBO is related to OFX
QBO uses the Open Financial Exchange family of structures with QuickBooks-specific Web Connect fields. The text may look like SGML-style OFX or XML-style OFX, depending on the producer.

How to inspect one without QuickBooks

Why a QBO file can still fail
QuickBooks may reject malformed tags, missing statement data, unsupported institution information, duplicate transaction identifiers, or a workflow that does not match the product version. A .qbo extension alone is not a compatibility guarantee.
Use a backup and test workflow
Before importing an unfamiliar QBO file, back up the company and test with a blank company or non-production workflow. Compare transaction count, dates, amounts, descriptions, and duplicate behavior.
Privacy boundary
